You can use white spirit or an enamel thinner. Usually I go for the enamel thinner made by the company that made the enamel since there are slight differences in the composition (so use Testors thinner for Testors paints and Humbrol thinner for Humbrol paints). MIG make their own enamel thinner as well but I personally haven't tried it.

MIG actually make a thinner specifically for washes but again I haven't tried it:

You can probably get away just using white spirit though.
