This is probably mentioned in the BRB, but I can't find it since I'm dumb (or the search function in the electronic version is failing me).

Say I have the following fluffy army:

Genestealer Cult Insurrection Detachment

+

Old One Eye

***

This army is Unbound. Unbound armies get no Command Benefits, but Formation rules apply as normal. The Insurrection Detachment is more oe less a collection of Formations (?). Does the Insurrection Detachment get the Command Benefits (Numbers without Counting etc.), and only One One Eye has none, or does "no Command Benefits" apply to everyone?

I believe no Command Benefits applies to EVERYONE. So no Numbers Without Counting if you want OOE.

Honestly, you should do fine in casual settings. You obviously aren't taking OOE for powergaming purposes, so I'd advise posting your list and letting people better than I see how good it is.

The Genestealer Cult Insurrection Detachment is exactly what it says it is. Its a Detachment, so no you would not receive its Command Benefits in an Unbound list. Formations usually don't have Command Benefits, but instead have a list of special rules that apply to units from the Formation. These special rules are retained even in an Unbound list, as noted in the main rulebook.

Oh I don't think it's GOOD, it's just fluffy. I'm trying to build a mixed GSC/Tyranids list and am having problems fitting into the points cap we've set for the game, so i'm trying different variants, and I want to try all the neat stuff GSC has (it's my first game with them).

why not just take a Old One Eye in an allied detachment by adding a single troop choice?

Because the troop choices are all either unfluffy (like a lone squad of Warriors or Rippers or a spore) or require synapse, which Old One Eye doesn't have.

Or are genestealers of the Tyranid Codex variant, which I suppose I could take...

You have to decide what you prefer: To be 100% fluff compliant, or actually receive all the bonuses. Personally, I do not see the harm is taking 1 Mucolid troop spore and be done with it.
I don't really see how OOE is "fluffy" for a GS cult anyway, and neither will 95% of your opponents, so a Mucolid isn't going to break your fluff any more.
