What legions are we talking because that makes the biggest difference.

Master of Signals is pretty shooty with their orbital bombardment.

Vigilator Consuls get the Special Issue Ammo of the Seeker Squads, and have the Sniper Special rule. I'd say they are decently shooty.

Vigilators can go anywhere, they dont have to be with Scouts. They are like a Seeker/Recon Marine Hybrid in Captain form.

Terminator armored or bike mounted Forge Lord can roam around with a conversion beamer. Optional special weapon if you don't want to fire the beamer (graviton gun he can fire on the move).

Old-school grav-gun. It's a blast weapon that wounds if the target fails a Strength test (so on a 5+ against Marines) and remains in play as difficult/dangerous terrain. They're premier anti-tank because they've also got Haywire.

The semi-cheaty way out of this question is the Armoured Breakthrough command tank, since it's just a BS5 Sicarian in HQ. Aside from that I think you're stuck with those mentioned previously.

As you might expect the Taghmata do shooty HQs very well, but the Solar Auxilia can't really and the Militia list can only sort of fake it via a command squad.

I've been toying around with an all volkite charger praetorian + command squad for a prospective Iron Warriors list. It seems like it's either that or termies with 1 weapon if you go that route.


I prefer to buy from miniature manufacturers that *don't* support the overthrow of democracy.

Solar Auxilia can do shooty HQs just fine - a Tank Commander in a Baneblade (or Stormhammer, in my case) is a fine example.

There's a few Mechanicum HQs that can be really badass at shooting as well (though they'll never compete with a Superheavy).
