Are the Tau models that are in the new packaging different from the Tau models in the old packaging? Just wondering.

Not in general, no.

Depends on the model and on what 'new packaging' and 'old packaging' we're talking about. If it's 4e packaging with T'au sept colours all the infantry and the Crisis suits are new, the vehicles, Kroot, and Stealthsuits haven't changed.
