So, I really want to run an all themed rough riders army (My Sister's of Steel are up to 45 converted Rough Riders). As the title says, I'm looking for some input on cost etc for putting a command squad onto Rough Rider equivalent mounts. In other words, what should it cost to add the Cavalry special rule to an Astra Militarum command squad? It cannot cost that much, since regular Rough riders only cost 6 more than a regular trooper, and that cost includes the hunting lance. (Keep in mind the cost of a Chimera for a command unit, it comes with a decent weapon, armor protection, and can hold more guys, so no way I'm paying its cost for five guys with the cavalry rule). The cavalry rule in my mind is a weak bike upgrade, so, my guess is 5 points a model? (HQ models usually pay more for mobility.)
Need a cost for individual advisers on mounts etc as well. (I want a psycher on a mutated horse...) Any thoughts?

You'd probably have more luck digging up a copy of Imperial Armour V and using the Death Riders rules. They're 4pts/model over regular Rough Riders for carapace armour, +1 to WS/W/A, FNP6+, and reroll failed Dangerous Terrain tests, plus they come in platoons with command squads and have a detachment for an army primarily composed of them (with ObSec, no less).
Absent that Rough Riders probably need a broader overhaul, if you tell us about your models/fluff we'd have a more coherent starting point. Automatically Appended Next Post: As far as a stopgap upgrade cost goes 5pts/model or thereabouts is probably about right.

I'll echo the above statement.
I wouldn't use the current RR rules as any baseline because the RR rules are terrible. The DKoK version is much closer to something useful and already has the unit you're looking to create.
I've tossed around ideas for better RR for years now on these boards with different IG fan dexes or standalone RR threads. The general idea is that they need to be cheaper and tougher in some fashion, the rest is up to personal preference.

Only problem with the Krieg ones is that they don't get special weapons as far as I know.
