Does anyone make 28mm scale heads with tactical headsets like

I'm open to any type of head(balaclava, plain, hat, helmeted) as long they have the headset

If you are looking for IG heads, the old Catachan battleforce box with the 20 Catachan, 2 Sentinels and 1 Leman Russ has some heads like you are looking for.

Not sure, but I believe the regular Sentinel will have the same heads also.

I have mostly checked out Victoria Miniatures for head swaps, but anvil industries does have a nice tactical head swap that I thing would serve your needs:
