Replacement blades for Citadel Knife can be found in any hobby store. They're called "Standard hobby knife blades".
When Citadel Knife breaks, throw it out, buy a knife from Lowes, consider money spent on Citadel Knife spent instead on the following life lesson. "Do not immerse self entirely in GW bubble"

You just need scalpel blades, they come in little foil packs. You don't need sterile ones, so pretty much any eBay or amazon packet would do.

The problem with the ones I have found is they have an oval shaped hole where I need I razor blade with a hole and a slot to fit the blade. Any ideas?

Just get an x-acto#1 knife. They cost like $5 and are better than the junk GW sells.

I've never used the citadel one - so I wouldn't know where to start.
That said, there's a variety of handles out there to fit the #11 style blades (from the x-acto #1 to different grips and all that).

It appears to use a groove unique to the knife handle. Probably not unintentional so that they can push more Citadel Fineknives. You'll either have to modify your knife (not recommended at all) or machine your own blades to fit. Or get them bespoke from a blacksmith.

They don't exist. It's a scheme to make you buy more overpriced GW tools.
Do not buy another Citadel Knife. Go directly to Home Depot. Do not pass Go. Do not collect $200. Buy functional knife.

I THINK (don't quote me, research it yourself) that the blades that work with the Citadel knife are Swann and Morton surgical blades. http://www.swann-morton.com/product_range/1.php I don't use a Swann and Morton myself, but I know some people swear by them, so before you throw out the Citadel knife check that it doesn't just use the same blades. EDIT: Also, so much bad advice in this thread, sometimes if you don't know the answer it's better not to reply A quick googling found a random post on a thread that said... The Citadel Knife comes with 5 standard Swann Morton 10A scalpel blades. So, no proprietary GW blades needed.

Quite untrue. The Citadel Knife uses a blade called 10A.
Swann-Morton does indead have some as AllSeeingSkink said.

You can get them elsewhere aswell, just make sure they are labeled 10A, as those will fit.

Swann Morton blades come in 2 sizes - large & small.
The ones the Citadel knife comes with are the smaller ones and are 10A's. 11 (longer) & 10 (curved) will also fit.
I buy mine by the 100 as they're so much cheaper that way.
