I am about to get an Empire army for Warhammer fantasy, but I have no clue on how to paint halves and quarters.

Thin paint, a steady hand and paint the lighter colour first.
Colour selection is important so that the two halves of the garment or whatever it is look like they are made from the same material.

If you struggle with straight lines , I know I do, masking tape helps if airbrushing and helps a lot with brushing too. Alternatively paint all the legs white and then just red on one leg. Presuming your doing a red and white pattern

Don’t paint after too much coffee/soda/energy drink. Jitters are bad.
Don’t paint while drinking.

Steady hand is key. I would recommend drawing the border first, and then filling in the rest of the quarter/half. It helps if the mini has some sort of detail divider, like a seem or belt or something.

Will tape damage my model, and or make it sticky?

If you get the right tape no. Tamiya is a good example of a nice tape

And don't apply the tape until something is completely, 100% dry, obviously. Wait a good couple of days if you need to make sure. If it's applied too soon, yes it will pull up softened paint.

They offer a wide range of width, from as little as 1/4 inch (maybe smaller) and up to big. Sticks well to plastic and painted areas.

Very important point, I know cause I was too impatient at one point. Unless of course you wish to create chipping effects... but it requires some additional preparation.
