So the black legion is the only legion that lets me use all of the units in the chaos codex. But as far as I can tell there is no way to take any of the cult troops other than khorne berzerkers in a black legion detacthment. Am I missing something? Seems kinda stupid giving me accsess to all these units and then not giving me a formation for them.

hmm odd, but you can still take them in a black legion CAD.
Or better, the Black Crusade Detachment from traitors hate lets you take them.

You can nominate any detachment to be a black legion detachment, so a CAD or allied detachment can be a BL detachment and as Captyn Bob mentioned, so can a Black Legion Warband (though why a BL traitors hate warband is different from a BL Traitor Legion warband, the Emperor alone only knows!)
