As far as I know - No, there isn't.

My question for you is: How good is your memory with regards to upgrade options and points costs for the units you use regularly?

Because another way of going about list building (which is - I assume - the basis for your question) is getting Excel (or equivalent) on your computer and/or phone and plugging in unit names, upgrades, points costs and then summing points costs on a Spreadsheet. It's what me and one of my mates do and it works out pretty well. This method can, however, rely on your memory of units, their upgrades, and their points costs to speed up the process.

Before Battlescribe was Armybuilder, but honestly both aren't very good and prone to being incorrect.
And the worst thing is when players print off those lists without cutting out all the superfluous info. Please don't hand someone 4+ pages of an army list that could seriously have been condensed to half a page.

The best "app" for army construction is a calculator and half decent reading comprehension skills. Get your codex out (cuz why rely on memory when the text is right there) and start adding
Bonus points if you type it all out in a neat Word/Excel document.

I could see a spreadsheet working well with the phone.

Of course the codex is the best source for building an army, but I enjoy the convenience of an app. for speedy list building.

I use Army roster creator.

Its updated frequently, works nicely and its easy to use and as ALL the current codexes/factions, even traitor legions got added a few days ago!
