So in the rules it states that the herald has both supporting officer and rites of command meaning it both can and can't be the HQ for the army. Does this mean you can only take heralds with primarchs or was this a mistake on FWs part?

Supporting Officer just means he doesn't meet your Compulsory HQ requirement. You just have to take another HQ who can not be the Warlord (meaning no one with Jealous Command, for instance). The exception is the Primarch, who overrules this.

Ah okay so in this case I could take a reaver lord and the consul herald and the herald would just be the warlord?
