Traitor Legions contains the Thousand Sons chapter from the Wrath of Magnus campaign book in its entirety, that content is identical between both books. Wrath of Magnus contains expanded content for Tzeentch Daemons (Pink Horrors with the Split rule, rules and formations for Blue/Brimstone Horrors, extra Tzeentch Icons and Loci) in addition, Traitor Legions contains non-TS-specific formations and supplemental content for the other Traitor Legions in addition.
I'd personally recommend just getting Traitor Legions unless you're really attached to the Pink Horrors' split rule; you get all the Thousand Sons content plus formations for elements of a Thousand Sons detachment using other elements of the CSM Codex.

(One oft-overlooked bit of the WoM Daemons content that's getting lost in the hullabaloo over Split is that they've added three new Loci and two new Icons; even absent the Split/Locus of Creation mess we have gotten a few fun new effects out of the book, and hopefully we'll see more customizable Lesser Daemons for other gods down the line.) ERROR: Corrected above, very sorry. Traitor Legions does overwrite Traitor's Hate so technically they have updated it, I guess? (The only thing in Traitor's Hate that hasn't been overwritten as of right now is the Chaos Knights chapter.)

I think you're mixing up a few books here.
CSM recently got three new books:
- Traitor's hate: a generic CSM supplement with lots of formations. It's a pretty nice book and has a fun 'decurion' detachement in it that lets you roll lots of chaos boons and mitigates some of the randomness involved. It also has 4 psychic disciplines for CSM.
- Wrath of magnus: A book in the warzone: Fenris campaign series. It features the sequel to the story in the first book. In addition, it features rules to play the Thousand sons traitor legion and their new models + new rules for pink horrors, blue horrors and brimstone horrors.
Traitor Legions: The newest CSM supplement which provides players with rules to play all 9 known traitor legions. The rules for thousand sons are a carbon copy of the rules in Wrath of magnus. It also includes the 4 psychic disciplines in traitor's hate.
All in all if you're in it for the rules you're best off buying the Traitor legions supplement.

Thanks for clarifying, I didntnnot realize there were 3 books. So Traitor LEGION would be the one I want for rules. Is there any reason, ruleswise, I would need the Traitors HATE book?

Traitors Hate has a different Decurion style Formation, the Black Crusade Detatchment . The Black Crusade Detatchment is not included in the Legions book. It's interesting in that it's not affiliated with any legion, and it allows single Cult Marines as auxiliary choices. I originally assumed the Black Legion Speartip (in Legions) was the same thing, but it's not. IMO it's not really worth picking up Traitors Hate for, however.

Traitor's Hate also has rules for tratior Renegade knights. The detachment is almost identical to the legion detachments and gives you free VotLW and hatred (armies of the imperium) along with one free boon roll every turn.
Basically, you only want traitor's hate for the knights and if you're playing Crimson Slaughter and maybe alpha legion since the lost and the damned is a core choice in a Black Crusade detachment.
