I'm not sure how I want to finish this list. Help advise please.
So the idea behind this list is to have a cover-hugging gun line made largely of artillery, much of it forgeworld. This is largely inspired by WWI, with a few modifications to make it more viable.

List reordered by battlefield role:
Spoiler:
Part 1: big guns, sitting back behind boosted cover (3+ cover saves, 2+ if night fighting or if I'm lucky with warlord traits), using orders or the attached techmarine to ignore cover.

Scarier than it looks, with the ability to get 2+ rerollable saves, reduce enemy toughness, and make the enemy hit themselves, and this can only be taken down through massive firepower directed at 3-point models! Hit and run lets it use the grenades over and over, and if the fight happens near midfield, I can use it to slingshot this unit into my opponent's backfield. It can soak a ton of wounds, and if facing an assault list, the ICs can split off and boost some leadership scores for better orders, and repair vehicles, too, until the foe closes in.
This leaves me 264 points, with a 2nd Astra Militarum troop choice required.
Option A:
I can get another platoon, platoon command squad and 2 infantry squads, all with autocannons (160), and tack on 34 more conscripts. The conscripts can either help bubble-wrap, and clog enemy movement options. And if I split my ICs between the squads and keep them close to both, I can present a scary-huge wall of human flesh.
Option B:
I can get another platoon but leave off the conscripts, and have 104 points to play with.
Option C: I can get a veteran squad with a lascannon (80 points), and have 184 points to play with.
So which option do I take? If I take option B or C, then what do I add? I was thinking of a predator with 2 lascannons and an autocannon turret (115). Or more bike squads. Or a couple land speeder storms. I own everything already mentioned but have money to spend if you have better ideas.

Drop the Rhinos and Razorback and fit in a Skyhammer. A grav unit with Relentless and Hunter's Eye coming down T1 should nuke a big threat right off the bat.
You'll have to play around with some other points, but I'd rather have the grav than, for instance, one wimpy BS3 lascannon in a squad.
"[We have] an inheritance which is beyond the reach of change and decay." 1 Peter 1.4
"With the Emperor there is no variation or shadow due to change." James 1.17
“Fear the Emperor; do not associate with those who are given to change.” Proverbs 24.21
I think you're right about those lascannons. I'll downgrade them to autocannons, with an eye to taking out razorbacks from battle companies.
For tournaments, I can't generally have a 4th detachment. I'm not dropping the inquisition; they provide a lot (psychic support/shriek, objective grabbing) very cheaply. I get your gist though, you suggest a high volume of fire alpha strike unit. Make another suggestion! But be careful - I think that between genestealer cult and magnus, the meta is about to shift dramatically.
I could drop a rhino and the flamers and voila, about 230 points to play with. Make more suggestions and if possible stick to a WWI theme.
