If you want ideas for an Eldar army, check the codex! Many codexes, including Eldar, have a section about the different craftworlds, and their color schemes. Another place to check, which I frequently use, is Lexicanicum. They have lists of all the major craftworlds, and most have models or art of the units. As for homebrew, many craftworlds are brightly colored and tend to be vibrant.

IMHO they look cool with wild contrasts and complements. I.E. a light color with a very dark or pick a color off the wheel:
And then pick it's opposite.

Yeah Eldar work nicely with a relatively uniform base colour with contrasting/bright complimentary colours picked out as highlights.
What kind of painting experience do you have, and are there any colours you're drawn towards?

I go with a very basic paintjob for my vehicles:
My guardians are all old, from my black wash everything phase. If I did them now, their helmets would be brighter.

Well, I suppose first question: do you want to paint one of the common Craftworlds or make your own?
Making your own opens up the question a lot. What colour schemes do you like in general? Do they fit with Eldar? Remember, most of your aspect warriors will be their own colours anyway so you're mainly looking at guardians, vypers, vehicles, dreadnoughts, etc.
My "Yderis" craftworld colours are white and purple...but you can see with the added Aspect warriors etc. that it becomes all manner of colours.

Personally, i'm currently painting a set of windriders in an alpha legion-esque bluesteel with possibly green highlights. I'll post a picture later when I get more work done on them.

I have been painting a bunch in the last couple of years but, before that had been painting for various years, I plan on airbrushing on main colors to create lighting effects and hand painting auxiliary colors. I've been looking for purples and bone colors. My current dilemma has been tying in gem color into the mix. Purple and bone would make a good colour combo. Mine's very lazy  it's a Balor Brown undercoat with a relatively thin layer of Ushabti Bone over the top. Later ones I've painted I've gone thinner with the Ushabti, nearly dry-brushed and it's looked much better
