I'm pretty new to chaos, and was wondering what the best set of rules for traitor guard are? There seem to be a deluge of CSM codexes and suppliments out at the minute, though 1d4chan seems to suggest that there's an FW book out that deals with them too.
As a bit of background, a bit of a lynch pin for my list is basilisks, I really like the idea of a WW1 style army, with troops and dug in gun teams out front, backed up by artillery.
Having glanced at codex csm, it doesn't look like renegades can take basilisks. Is there anything that would let me take them and heavy weapons squads for chaos, or would I be better using the Imperial guard codex, and just make-believing that they were chaos?

Imperial Armour 13 is fantastic for this - they have the Renegades and Heretics list which represents the militarized mortal followers of Chaos, including riotous peasants and mutants, traitor planetary militia, renegade Guardsmen, all the way up to hereteks with their superheavy titans. For what you want from your army, I would definitely look at Imperial Armour 13. There is an incredible HQ choice called an Ordnance Tyrant, designed to represent the merciless, hateful nature of a planetary governor gone insane with Chaos and power. He allows your artillery units within 12" of him to fire into close combat, among other things - meaning you can sacrifice your own men as speedbumps to the enemy army even as you shell them to paste. EDIT: Pardon me; the Ordnance Tyrant is from Siege of Vraks, not IA13, though it's a very very similar list.

^ You want Imperial Armour 13, and/or, Siege of Vraks 2nd ed
They're -slightly- different
Imperial Armour 13 has a lot of goodies for CSM (new tanks, aircraft, walkers, etc) and the Renegades and Heretics 'codex' armylist.
Siege of Vraks doesnt have any of the CSM warmachines (instead has Daerthkorps armylist), and it has mostly the same Renegade armylist, with the addition of a few specialized detachments and warlords at the expense of anything Slannesh or Tzeentch (only Khorne and Nurgle on Vraks!)
Both of the basic Renegade lists do VERY well with artillery heavy lists, able to take big squads of very cheap artillery (both self-propelled and emplaced) and surround it with swarms of very cheap cannon fodder.
The Vraks flavor goes one step farther in introducing the Ordinance Tyrant (HQ upgrade), which allows you to target your own troops with artillery (even in combat!), and an artillery specialized detachment (the Purge) that have more heavy slots, and poison weapons (barrage weapons leave dangerous/difficult craters, flamers/rockets can get shred).
The book also has a detachment for respawning waves of infantry, but that detachment is more difficult to run lots of artillery with.
So, for what you want, you probably want to get Vraks

It sounds like Vraks might be what I want. Out of curiosity, do the renegades in Vraks have access to nurgle/plague marines?

I'm kinda hoping that with the black crusade material coming out, GW'll suprise us and delvier a traitor guard codex
