I didn't see this question addressed when I searched threads with Haemotrope Reactor, so I'll ask here:
The Haemotrope says that plasma weapons get hot on both1 and 2. The War Convocation says that weapons with gets hot do not have gets hot. So, what happens when a unit from this formation shoots a plasma weapon using the buff from the reactor? Does it get hot, or not?

For weapons that don't have Gets Hot, it doesn't matter what the roll is, no wound is suffered.
If I shoot a bolter near a Haemotrope and I roll a 2, I don't suffer a wound because the bolter doesn't have Gets Hot.
What's the problem?

One of my frequent opponents is claiming that while the War Convocation removes Gets Hot, the reactor returns it. This seems dubious, so I thought I would solicit other opinions.

War convocation removes the Gets Hot special rule when firing the weapons.
Haemothrope reactors tell you that if you have to perform a Gets Hot check you'll suffer a wound with 1-2 instead just 1. No Gets hot check nothing happens.

Also, nothing the war convocation has access to, as written, can benefit from the Haemotrope. Discussed at length here.
And I do believe limiting the technosnail in this way is intentional, because it prevents complications like this one since all the appropriate weapons will always get hot anyway.

As I would see it, I would personaly say the war convocation overrides the gets hot. However, the current rule of thumb that GW has been actually consistent on is, if any rules contradict another rule or conflict, they both cancel out.
To try and be fair, I would suggest, you still get to use the benefits of the reactor but still get on hot shots of 1. Which to me seems both practical and fair.
However, i'd recommend asking Warhammer TV/community and see if you get a response.
