Quick question.. does this castellan's of the Imperium detachment let me use Militarum Tempestus scions and leman russ battle tanks together without using allies

yes you can field both in that detachment.
No you will still be using allies, since you are using multiple factions in the detachment.

You could use the IG codex to field them both without using the allied rules.. So I do not really see the need.

The difference is that if you take them from the IG book they are elites, take them from the scion book and they are troops. The formation requires 4 troop choices, so he wants to use the scions as his troop option so he doesn't have to purchase token vets to fill the requirement.

Probably should have explained more in the OP but I was running Tempestus out of the Tempestus book and obviously it lacks in content.. but I saw this as an easy way to get some form of battle tank into a list..

Could someone explain how it works? Do my troops count as MT faction and the LRBT count as AM faction? Assuming this means if I took fast attack chimeras as transports I would have to start outside them and embark first turn?

Notice that all units keep their factions, and that models can't start the game in a battle brother transport of different factions

Just think they look cooler..

But I'm playing My more nowadays and occasionally IA so I could use chimeras with that
