I'm getting very much into this game, but, I find myself with more money than time to read everything (I'm still learning!) And i Just bought/started transitioning into a 2nd army (Astra Militarum)
I'm looking for some advice on what I should buy next/add to my complete lists to help round it out/get more variety/what else iss uper useful t hat I need.
Genestealer Cult:
2 Patriarchs
4 Magus
3 Primus
2 Ironward
6 Familiars
100 Neophyte Hybrids (Various Weapons)
10 Heavy Weapon Neophytes
40 Acolyte Hybrids
15 Metamorphs
8 Abberants
4 Rock Grinders/Trucks (Magnetized front... also i need a few more dozers, where can I get some?)
2 Chimera
5 Leman Russ
Astra Militarum (I plan on making this whole thing GSC themed!, but, ill try)
Ontop of t he above (I can use neophytes as infantry, etc)
8 Heavy Weapons Squads (magnetized)
1 Manticore
2 Vendetta
2 Hellhounds
2 Basillisk (converted to be heavy Artillery Carriage)
2 Enginseer Priests
10 Tempestus Scions
Perfectus Commissar
I'd like to keep it under, say, $400 in whatever else I should buy.

If you're planning on using Acolyte Neophytes as Guardsmen when playing with the Guard book you're pretty well set up there. You might want some of the Guard-specific Russ variants the GSC can't use, Sentinels are always fun, you may want more Chimeras than that, and if nothing else there's always the Baneblade, but you don't really need anything.

If you've got more money than time, I would say save your money, finish painting, and learn more before expanding! That required caution aside, Astra Militarum has a wonderful wealth of models. Personally, I would suggest getting Sentinels. You currently lack them anyways for your Genestealer Cult, they're wonderfully nimble units (and getting to Cult Ambush with them in the formation is hilariously wonderful), and they fit well into an Astra Militarum force as well.
I would suggest magnetizing the weapons on them though, since they get a good number of weapon options, and their surprising speed means you'll want the options.
After that, I'd say you got some great vehicle stuff listed, but I'd say forget the Commissar and go for the sanctioned psyker instead to keep more in-fluff.

Commissars still work. They have/had them in the Renegades and Heretics list, just called "Enforcers" instead and ensuring the Lost & the Damned stayed just that.
Something similar for a Genestealer influenced Commissariat could work.

This. Get some games in, learn more about how everything works, paint everything. There's no rush to buy everything if you're not playing with it or painting it. I imagine if you have more money than time and are just getting into the game you're sitting on a mountain of gray plastic, try to finish what you have now before you get even more stuff added to the to-do list (the longer your list the more daunting it is to actually get around to painting it).
If you really do need to just get more stuff, some more chimeras wouldn't hurt if you want to run mech guard, or sentinels as others have said.

If money isn't an option then I believe Forgeworld sell dozer blades, not quite a rockgrinder but with a bit of work may suffice. You'll also find a load of Imperial models to bolster your force

The pyskana division in the Cadian Detachment is pretty crazy, but be warned that if you take it you'll see how easily it is to start summoning Daemons and you'll soon find yourself buying another army >.<
I have 13 WC dice in my 1850 list which means I can summon 3 Daemons a turn with a 90% chance to cast and no danger from perils, while still having dice left over for some easy prescience, etc.
With the Primaris knowing every power the squads do, you can easily summon 2 Bloodthirsters on the first turn if you roll the power.
