Is it within the rules to run a unit of basic tac Marines as deathwatch veterans? I would assume it would be like any other space Marine chapter, so long as the colors are recognisable.

Yes as long as you make an effort to make them look right. Load outs are different points and rules too. Most of my Deathwatch army is tac squads and the old pewter DW kits.

There's no rule requiring you to use the specific named models to represent a given unit.

Common convention is likely that they should be painted appropriately, or otherwise explained, i.e. using Deathwatch rules to represent a particular chapter of Space Marines.

People will always complain about something, but so long as the model is equipped properly, you're golden. A Marine in Power Armour with a Bolter is a Marine in Power Armour with a Bolter, regardless of Faction. If people complain, FORGE THAT NARRATIVE (tm)...

1. Why aren't your models painted? They are! They're completely grey to represent the constantly falling volcanic ash from their home world.

2. Why don't your Deathwatch models have Deathwatch should pads? Well, it's a long story. They did, but their armour was irreparably damaged in a battle against the Ork Hordes of Madeuppius Prime. Luckily, they discovered an armour cache hidden in a vault in a ruined forge complex. Also, the armour is grey because of volcanic ash.

3. Why are all of your Deathwatch models decked out in Blood Angels gear? It's Space Halloween and they're all dressed as Space Dracula.

The blood angel gear is a real issue as DW can take hand flamers and inferno pistols.
