Spoilers
Fracture of Biel-Tan ends Ynarri, Yvraine and a mess of eldar befriending Cawl and Celestine and heading off to Macragge to revive Guilliman. But didnt the book start in Commorragh, where Jaghatai is engaged in endless gladiatorial battle. With Commorragh in such a mess at the end of the book, why not head there and pick him up first?

except we don't know WHERE he is. if he was captured, if he was dead etc. it could well be that GW doesn't want to answer all of the great mysteries of the setting. also Jaghatai Khan isn't as good a choice for a whole host of reasons. the Khan was always something of a background figure among the Primarchs (and he liked it that way) Gulliman however is easily the most well known "inspirational primarch" (save Sanguinis, whsoe dead) and also will shake the setting up more by his return.
if the Khan returned to 40k, white scars players would be looking forward to an epic beat stick.... but thats about it. Gulliman is making some pretty major waves with his impending return among the fanbase because of what it could MEAN

Because as much as we all wish for our favorite Primarch (mine is Dorn, followed by Vulcan) to return first...it was always gonna be RG. Cuz he's the boss of the poster boy chapter. Khan couldn't come back first cuz he doesn't have quite enough necessary plot armor.

Reality is a nice place to visit, but I'd hate to live there.

Yeah I noticed that - quite a few interesting side stories.

We don't know that the Kharn is or was in Commorragh.

wanna bet he'll be the next primarch to show up after Gulliman. I dunno if we'll see ALL the Primarchs, but I'd not be suprised to see each of the CULT Primarchs.

I think Jaghatai would be a great choice because it would be a good excuse for an oversized biker/chariot type kit.

and with proper weaponry, a Biker Primarch would be even match for a Daemon Primarch.
