So I'll soon restart working on my AoS force (I paused this project during the last year) and I was wondering if there was an allegiance that allowed to mix the different forces of Chaos (both mortals and daemons, all this while having access to artifacts and other stuff. Is there such an allegiance ?

You can just run a chaos army bud.

Meaning as long as the unit is aligned to chaos, it's allowed.
So you can mix mortals, daemons, beastmen, skaven etc.

They would also have access to the artifacts and traits in the generals handbook.

Yesh, as Jackal said above it's just considered Chaos or Chaos Undivided. I've been running a mix army since start with Slaves to Darkness boxset as a core mixed with Khorne, Daemons and recently some Skaven shooting. If you take your time and look through all the possible options there are you can build an army to pretty much handle anything.
