I'm mostly focused on the Badab wars here, but I don't get why they are OOP. Surely they still sell plenty of models that used the previous rules, and some people may want them just for collector or fluff purposes?
Are any of them coming back with updated rules in the future or will ebay be the only source in future?

Age. The content is two editions old, they're trying to avoid confusing people by selling them rules not compatible with the current game.

If you want to play with Badab War stuff you can find a 6e update for the Chapter Tactics and the characters (and the Zone Mortalis rules) at https://www.forgeworld.co.uk/en-JP/Downloads. If you want to use the Tyrant's Legion list try playing 30k, you get a very similar experience. If you want the art/lore you're looking at Ebay.

Forge World doesn't release books quickly, and the rumour mill says the next IA book is going to be Volume 14 and focus on 40k rules for the 30k Taghmata content; Kastorel-Novem is technically next in line for a second edition before Badab War, but I haven't heard anything on whether either one is actually going to get an update anytime soon.

I would assume Horus heresy and the fact that 8th Edition is coming up very quickly are some of the bigger reasons why several books have yet to be updated

19th Krieg Siege Army 7500pts.
40k/HH Night Lords 5000pts.
