That said, the starter was likely finished first and sent for printing and production before the index was which was likely refined further via more play tester feedback, leading to a difference in points costs.
It's possible that they state the started set indexes are trumped by the others, but in the past GW simply stated to use whatever rules you find. In this case, it's a possible 60-70pt difference for Inceptors.
