Has GW actually said that the index books are just placeholders? Or, barring that, is there a credible source saying that real army books are coming? It seems like most people are making that assumption but I haven't been able to find any evidence to support the idea that we will get more than the index books.

Page 175 of the rule book has a Codex box out, saying that they have warlord traits, wargear, relics and stratagems. As this book is probably meant to last all edition, I'm guessing it won't be to long until we see a codex. In fact, I would not be surprised if the Marine codex drops within a month of release. That new primaris dread has no rules in the indices, after all...

The core rule book has a section saying codexes will include thing like faction specific warlord traits, relics, and other stuff. Also yes. GW has said each faction will also recieve a codex. It's likely that the codexes will include updates and points adjustments between now and then (personal speculation) and data sheets for new models that will likely be released with each codex drop.

In one of the live streams that GW held between their warhammer TV and their Facebook page they specifically stated that Codex releases will be coming up in the future.

I read today that Codex space marines may well be released very soon.Believe it or not this got me worried;How long will all armies have to wait before they get a codex or an update? Is it going to be years like the last ones?

Historical evidence for 40k PLUS how they're currently handling Age of Sigmar tells us that it may very well be years before your faction gets a Codex. Marines will likely be first. Chaos/Death Guard will likely follow that. Other than that, guess?
These are the current faction categories on GW's site. Optimistically, it'll take 3+ years before they all have a Codex. It's a total crap shoot. Plus, the armies with a Codex will have more options which almost always directly translates to more power.

1-7 could easily be a single codex with a bit more expanded page for their warlord traits and chapter tactics like their index currently is.
24-26 the same.
21 don't exist anymore as an individual force.
10-12 and 15-16 can easily be a single agents of.
18-19 have no reason not to be merged.

Looking at how GW handled Age of Sigmar with the Blades of Khorne and Disciples of Tzeentch, they put in a mix of 3 different factions in the rules, that can be affected by the rules in different ways based upon how the units can be taken based on Keywords,including units that are not even in the book (Slaves to Darkness, Monsters of Chaos). Like, whether or not they are Mortal, Daemon, or something else. I could easily see the armies get consolidated into a few Codexes (Codices?) that fit theme, and have many different keywords to help make refined or more dedicated armies.
I could easily see all the Space Marines getting lumped up into one book, with each getting pages dedicated to their unique units and rules (I mean, we already did get 6 Chapter Tactics in the last Codex, why not add in 3 more?). How about Inquisition, Sisters, and Grey Knights becoming a single book? Militarum Tempestus and Astra Militarum are already lumped together in the Index. Adeptus Mechanics are combined as well. Chaos could all be lumped into one huge book like Space Marines, even with all the different flavors and units.

Yeah i'd imagine people who buy the starter would like to expand the two forces in it fairly quickly so i'm thinking Primaris codex, then DG, then back to AoS for a month.
