The rules for matched play state that "All of the units in a matched play army, must have at least one Faction keyword in common" The rules for the variable keyword for most factions (eg. <SEPT>, <CLAN>, etc) state that "When you include such a unit in your army, you must state which xxx that unit is from" and "You then simply replace the xxx keyword on that unit's datasheet with the name of your chosen xxx" Can't you argue, that if you choose "Cheesy McCheese-face" as the <CLAN> for your Orks, and the same name for your T'au <SEPT>, that they would share a Faction keyword? Now, <CLAN> and <SEPT> are what is printed on the datasheets, but as quoted above, the rules text tells us to replace that on the datasheet. I'm not arguing that you should ever try and do this, just wondering if it would be possible under a RAW interpretation.
