Unit 2 is outside rapid fire range has the same stats but a 5+ save

Well, I've always been a blood thirsty player, who throws tactics out the window for a good kill and a good story. I play Orks, Chaos, and White Scars though...

Obviously we need more info, but just going on only those 2 choices, always shoot the guys with worse saves.

In that case, I would shoot the Rubes. They pose more of a threat late game. Tzmen can be taken out at any time. The longer the game goes, the harder time you have taking out harder enemies. Consider the offensive capabilities of the enemy, not the defensive. Kill that which can kill you. So says Sun Trump.

Edit: is it funny or scary that autocorrect made Tzu, Trump?

The situation depends entirely on the state of the battlefield and the forces I have.

So I will answer as if both enemy squads are equidistant to an objective and it is one of my Veteran Squads in range of both (they make use of Plasma Guns and Lasguns which are both rapid fire so they work for this question).

In this scenario I would prioritize the Rubrics; they're a lot more threatening to me because not only are they within rapid fire range for their own bolters but they have flamers, both of which can REALLY hurt IG. I would dump everything the squad has into downing as many Rubrics as possible and just deal with the Tzaangors later.
