This thing costs 20 points, and allows you to enter from "low orbit" ,It cannot be deployed within 9 of an enemy and the unit comes in at the end of the movement phase. Any units that can be called in via the beacon are allowed to do all those things for free even without the beacon around.
Whats the benefit of the beacon that makes it worth 20 points?

It allows you to place other deepstriking unit within the beacons 6" bubble, thus ignoring the usual 9" limit. Fusion guns to melta range, flamers on range... that kind of stuff.

Melee in charge range...wait, Tau, forget I said that.
(...Sort of. There is an upside to charging tanks with battlesuits, it loses more from being locked in combat than you do.)

Beacon is allowed to be setup within 9" of the enemy btw...
There is actually ZERO restriction on setting up the beacon. (well... within 1")
The rule specifically states...
"removed from the battlefield if an enemy ENDS A MOVE within 9" of it."
