Replace this paragraph with the following:

and Ynnari Biker units gain the Strength from Death

So you can have a mixed Ynnari/Aeldari list, so long as they are in separate detachments. Meaning the following list can be done:
I was on the fence about using Starcannons before.
Thankfully GW pushed to the "nope" side of that fence before I made any modeling choices I'd regret.
Also, why -2" on Melta Bombs??? The only model that would even use one is a Fire Dragon Exarch equipped with a Flamer. Going from 6" to 4" pretty much ensures Melta bombs will never get used.

I would call a lot of those the intended target for a 30pt gun with 2 shots. And seriously, Scarabs and Ripper Swarm? If my opponent is wasting a 30pts Starcannon on those I will laugh in his face because it's incredibly stupid. They weren't undercosted and given how easy it is to make Imperial plasma S8, D2 I really don't think there's a leg to stand on here (lets not even remotely pretend that that dying on 1's is a drawback with the easy access they have to re-rolls).
They should never have been 3 static damage. That's my take on it. The base cost on the Wave Serpent is too low to get such a potent weapon so cheaply.

It's a matter of effectiveness.
Old starcannon shooting crisis suits has a 14% chance to kill two and 74% chance to kill one.
A lascannon has a 25% chance to kill one.
A multimelta under half range has a 39% chance to kill one.
An assault cannon connecting with all 6 shots, wounding with all 6 shots, has a 50% chance to kill one.
A demolisher cannon has a little worse than 50% chance to kill one and 10% to kill two.
And imperial plasma - doing just 2 damage - would never be able to kill two suits with one salvo. Never mind that it needs to be within 12" and carries the risk of killing the bearer.

Super glad I decided to switch the wave serpent turrets from scatter lasers to shuriken cannons instead of starcannons. They seem to be complete trash now. Way overcosted in comparison to the other heavy weapon options.

Because they got both versions of melta bombs wrong. SM had the right range, but lacked the reroll, eldar had the reroll but the wrong range.
Two of those can be fixed with a little cash, the other one with a little practice.
You can actually magnetize the WS turret with no drill. 2mm magnets will slide neatly into the holes on the guns, and you can just cut the peg off and surface mount a magnet where it was.
My first magnetization project was the scatter lasers on the falcon, way back in 3rd edition.
