I cant figure out the points cost of the inceptor squad as there is a difference if you look in index imperium or the primaris codex.

GW has said you use the Index for the correct points.

Blood Angels, Custodes, Tzeentch, Alpha Legion, Astra Militarum, Deathwatch, Thousand Sons, Imperial Knights, Tau, Genestealer Cult.

Yes. They're much riskier, point per point, than Intercessors to be sure. But at the same time, they have a lot of potential to do damage.

I really don't understand why the cost was increased. I just can't see them being worth that much. The starter box price seemed far more reasonable.

I admit, they should be faster though; perhaps M12 or 14

for 40k

You have to ask yourself what their target is.

When you put them in your army, what are you going to kill?

Strength 5 is in a really ugly place right now. There's nothing meaningful at toughness 2, so they're at best wounding on 3's, and while they can wound almost anything on 5's, they don't have the volume of fire to pose any real threat to something with high toughness, or wounds.

If their guns were strength 6, that'd be a different story. They'd move up a lot in the wound chart - Monstrous creatures with T6 are now 4+ wound, Orks/Space Marines with that extra toughness point for whatever reason are wounded on 3's, and they'd double guard statlines.

As it is, they can fit in larger lists, because they are mobile and can harass fairly well, and won't be tied down in assault because of the overpowered "fly" keyword.

But in an edition where everything dies super fast, primaris in general seem lackluster because they pay a lot for survivability that they simply don't get to enjoy.

The problem is that when you compare them to similar mobile firepower units like HB attack bikes or HB/AC Landspeeders, they provide similar dakka for the points and a lot more wounds.

Why take a glass cannon when you can take a proper cannon for the same points.

Sure, but AP -1 is not that hot against power armour. I guess their optimal target would be the orks...

Well, attack bikes get less HB equivalent shots per model but are cheaper but also suffer the penalty for moving and firing heavy weapons.
