What is a cost effective way to make them? I'm open to any ideas you have so let's hear them.

Ravenwing Upgrade Sprues come with two ideal assault cannons on the sprue - I have made about five TL AC for my Razors using these. You get a TON of stuff besides, so if you want to sell the other bits on Ebay or to a friend you can recoup a lot of your expenses.
You can get "true" TL AC from the GW site from the Crusader/Redeemer Upgrade Sprue, but it's more expensive and you probably already knew that.

Third party. The plastic ones from the LRC kit go for too much.

FG, Kromelch or other third party.
Converting them yourself may not work as you expected.

See if you know anyone with spare assault cannon barrels from a Storm Talon/Storm Hawk/ Storm Raven. Graft them onto the existing heavy bolters.
Failing that try and find them on ebay/bits site; they'll likely be more readily available and cheaper than any other assault cannon bits.
Alternatively get on of the many 3rd party turrets out there, Kromlech are a good bet.
Could go for the Forgeworld turret which looks awesome, but is probably the most expensive option.

Go buy some q-tip type cotton buds. Bundle 3 or 6 of the things together and add a bit of wrapping around the ends.
Example here

That actually worked better than I thought it would. I think the key is to not have the plastic tube ends be exposed in any way. Putting it in between the two parts of that other bit was smart.

Balance in pick up games? Two people, each with their own goals for the game, design half a board game on their own without knowing the layout of the board and hope it all works out. Good luck with that. The faster you can find like minded individuals who want the same things from the game as you, the better. |

Can anyone tell if the Kromlech turrets fit the GW top plate? Are they identically sized? Looking to buy a few turrets and was thinking of saving a couple euros and buy them without the plate since I have a few extra plates anyway.

Depends on what your definition of cost-effective is.
You can buy a resin Razorback turret slotted for magnets for $9, and a pair of guns for about $5 from a reputable seller on eBay, but that's $14+shipping fo a turret. So if you need a dozen, maybe tough.
Do you already have the turrets themselves?
Here's the turret:
http://www.ebay.com/itm/Victory-Dual-Weapon-Turret-/252778519263?hash=item3adac61adf:g:rSoAAOSwax5Yqg-9
While he has several guns, these are probably pretty assault-cannon-esque:
http://www.ebay.com/itm/Gatling-Light-Cannons-2-/252252630462?hash=item3abb6dadbe:g:H5MAAOSw-zxWmZEs
Each turret has two small holes for magnets and the base of each weapon is slotted for magnets as well.

I use the stormtalon turret and place in on of the 2 front hatches Should cost you 7/8 usd per turret.

Ok u'll need to convert the rest of the turrets but now you have actually space to put your 6 marines in your razorback ^,^
(If i remember ill add a pic when i get home from work =])

Don't know if you're still looking for ideas, but I like the way this one looks. It uses the ravenwing upgrade parts mentioned above.
