What if you are required to burn 2 command points so conscripts will follow orders? I can see this becoming a IG/AM stratagem to calm the masses.

Hmm, well regulars don't need CP to be spent on them to issue Orders, I think if one needs to expend even just one CP to issue an Order to Conscripts then it would go some way to rebalancing things

No one else needs a stratagem (what you're really saying) to make their units do what they're supposed to already. Orders are an intrinsic component of the Imperial Guard. Command points shouldn't be used for that sort of thing.

"50 Conscripts fighting as effectively as properly trained Enlists" seems like an uncontroversial quasi-Stratagem, especially when there's widespread balance concerns over them doing so.

Especially as Orders themselves are now effectively similar to the Strategems we're seeing from Astartes, whose troops are are far, far better trained and whose officers are far, far more experienced.

I'd go so far as to say there's an argument that Orders might even simply become Stratagems, with Officers granting the player a free CP each turn.

Orders are nothing like strategems. To make them into strategems you'd have to have so many special rules it wouldn't matter anymore. Because they wouldn't be strategems at that point.

At this point I'd rather they just delete conscripts as a unit so people will stop whining about something they've probably only read about on the internet anyway.

I think we should all calm the warp up about this "OP Conscripts" thing. Is not nearly as bad as the current mass psychosis could suggest.

While we are at it, why don't we just make a IG mechanic were on a 4+, one Guardsmen just randomly dies, just dies, head explosion... Scanners... like Scanners.

We had this rule, once. 'Jones Is Acting Strangely', it was called. It was a Tyranid Stratagem, making someone go John Hurt with a Barbed Strangler pod. Hope it comes back with their new Codex, it was a real laugh. Well, it was for the bug player.
