Forgive what is a likely a stupid question inspired by a stupid purchase...

I grabbed a blood angels chaplain with jet pack while out of town last weekend (only because the jet pack's wings made me think I could work him easily into my Raven Guard successor chapter). Now home, realizing that:
1) he is far more of a combination of Ramsey Bolton (why is his crotch flayed?!) and Count Chocula (his vampire popper collar is legit), and
2) has an inferno bolt pistol.

So, questions: can a non-blood angel chapter use the inferno pistol? If not, what would people recommend I replace it - or should I just say its a combi-melta with its boltgun portion in the shop? Was thinking of giving him a power fist for more melee flexibility, but pistols seem useful to get that additional attack in the shooting phase in 8th.

Pistols are not all that useful even in combat, because you only get to use it half the time (your own shooting phase.)

Lacking the SM codex to check there, but Index-wise Deathwatch can take Inferno Pistols also. I personally would have zero issues with you saying it's a combi-melta, Plasma Pistol or even just a normal bolt pistol if you so wanted.

As long as you clear up with any non-friends/regulars by saying "Yo, I liked the look of this dude for my Raven Guard but Raven Guard can't take Inferno Pistols, so this is a flashy counts-as Plasma Pistol, ok?"

Inferno pistols are wayy overcosted for what they do. Bacon is right on - pretend its something actually useful.

Thanks for feedback - ended up slapping a combi-gun's boltgun reciever ontop of the pistol to make it a top-fed combimelta instead... only 1 point less, but gives a far more useful set of options for a guy I'll be dropping in 9" away from enemies with other jetpack assault troop.
