I'm looking to add onto my World Eaters army a bit and wanted some terminators. The combi melta bit is too expensive to buy outright because I need 15 preferably. I was also curious how people converted power swords for their terminators in an easy way. Was thinking maybe blood letter swords?

If you can shore up melta guns, cut off the barrel and carefully shave off the egg-shaped canister thing on the side of the gun, then just glue them onto place on a combi bolter (preferably on the right side). That would probably be the easiest way.

If you don't have access to melta guns, you can probably carve the pieces from bits of sprue. I've done it once, Kinda tedious, but hey at least it's free.

Harder way would be trying to merge a melta gun vertically with a bolter and then glue the resulting thing on the hands of a terminator. Usually it requires you to shave away the top half of a bolter and shift the barrel to around the grip area, while you shave down the bottom of a melta gun until it lies flush with the bolter bits. There's a few tutorials online for how to do this. If you can get your hands on some of that Easy Mold stuff (or Blue Stuff or whatever it's called), you just need to make one and reproduce it via molding.

As for power swords, they're fairly easy if you got proper handles. Since you're gonna use chaos units anyways, you can just grab any suitably cheap source of extra swords that are long and gnarly looking, lop off the bit at the wrist of the hand, and then glue it onto the terminator's hand stump. Bloodletters are a good source, as are Chaos Knights. Skullcrushers also have gigantic spears that you can lop off the top of for swords as well, although Chaos Knights would probably be the best especially if you know someone who has them and used another weapon option.

If you have any blood angel friends, they have perfect hand meltas that you can chop off and mount on storm bolters. Just cut of one side of the bolter barrel and you have a melta/bolter.

Buying meltas guns of GW and make some sort of underslung weapon can work, but expensive.

Which terminator models are you using?
There are FW sets that contain combi-weapons for tartaros and cataphractii terminators. They also do a set of tactical sized combi-weapons that contains 5 combi-meltas.

Forgeworld sell a kit that's 15 combi-weapons for £15. You get 15 combi-weapon bases with hands already in place, plus 5 melta, 5 flamer and 5 plasma extensions that look like they are interchangeable. I'd go for one of those, way cheaper than trying to hunt down random bits of guns to chop up and cobble together.

Why would you be running with 15 combi-melta though? Seems a little overboard. Combi-melta's are best in dedicated vehicle hunting packs rather than spread across your entire army. You'd better with a mix of all 3 combi-weapons really and building your squads around using them in different roles.

Too large for a sisters combi, but a combi or storm bolter would have room. What sold it for me was that the fuel tank and barrel match GW style

You could also try chopping up Anvil or Mad Robot's melta equivalents for parts. Nice thing about those is they offer bulk discounts which you easily meet.

I have seen this and I don't think that those fit Terminators. This idea is part of another army. The other part is Berzerker hoard in Rhinos. It was built as a hard hitting Alpha strike followed by turn 2 Berzerkers and friends reaching the fray. The models I would be using are the regular CSM Terminators mostly.
