Just really got back into 40k and been reading through my codex and rulebook. I didn't see that this had been asked yet, but we all know how good the search function is here...
I couldn't find anywhere preventing the same psychic power from targeting the same unit multiple times.
IE: It seems like I could have a unit of Grey Knight Paladins, and an Apothecary, and a Grey Knight Librarian(or just any 3 psykers which all take Sancturary, target or exact models don't matter really). And have the Paladins, and both characters, target the Paladins with Sanctuary 3 total times to give them all a 2+ invuln save.
Basically the first casting makes their 5+ invuln into a 4+. The second casting makes the 4+ a 3+. And the third casting makes the 3+ a 2+.
Paladins with 2+ invulns, and an Apothecary walking behind them to heal them back up. Plus some additional psychic support potentially.
Can Grey Knights basically give any unit they want a 2+ invuln?

There is a rule of one in matched play preventing casting the same spell more than once a turn (except for an exception for Smite)

Thats an utterly and completely stupid rule. I'll pretty much have to insist any games I play ignore that since it totally gimps my army. I can't cast more than 6 powers a turn? Complete BS. I'm the psychic army, I should be able to cast all the psychic powers I can, it makes no sense to limit it like that.

You can cast all the psychic powers you can. It's just that most of the time you're casting smite

Enjoy never playing a game. You even admitted you want to ignore the rule so you can do unfair things like get a 2++ save, it's got nothing to do with "gimping" your army. The entire point of the rule is to prevent the psychic spam problems 7th had, much like the reinforcement points rule is to stop the daemon summon spam and ending up with a 2000pt vs 4000pt game like in 7th. You can cast Smite an infinite amount of times and since you can snipe characters with it, you'll enjoy using it just fine. Or, if you insist, I'd bring a 9 Weirdboy list and teleport my entire army into yours on turn one.

I'd be ok with not being able to target the same unit multiple times with Sanctuary. I'd be perfectly happy with casting sanctuary on separate units. That wouldn't be broken or anything.

The rules writers disagree apparently. You're free to make up any house rules you want, or even just not play matched play games. But the default Matched Play setting is what 99% of people are going to play.

Yes it is. I play with a house rule. Powers don't stack with themselves. You can cast the same power as many times as you have psykers that are capable, but it has to target a different unit each time. This prevents the 2+ invul shenanigans you mentioned. It also prevents me from casting the horror on you 5 times giving you a -5 to hit and leadership. If you somehow get 2 different powers that add +1 to invul then sure. But even then you would only get a +2.

I totally agree with your post, was just curious why you think Smite can be used for character sniping? I might be missing something.

If you can set it up so a character is the closest model (or equidistant from another unit), smite can hit them. I got it confused in my head with normal psychic powers in general can be used to snipe characters.
