Unit X, which is a monstrous creature, charges Unit Y.
Unit Y is on the opposite side of a wall from Unit X.
Unit X moves up to the side of the wall, landing within 1" of Unit Y.
Both units are on the opposite sides of a wall that Unit X cannot pass through.
Can Unit X fight against Unit Y?
Rules as written, I believe you should be able to do this. Charging doesn't require LOS, and it doesn't require LOS to what you're fighting in the fight phase. It doesn't matter if there is an impassable object between you and your target, since you're within 1" at the end of the charge move.
It's funky but I believe it works. Thoughts?

Yes, this would be valid IMO. In order to consolidate / Pile in, they would have to try and make it around the wall - closer to a model, which might be impossible. They might be locked in place.

This is something you will need to talk to your opponent about, because how an 'Impassable Object' behaves falls under the lack of Rules for Scratch-Built Scenery.
If there is nothing on the Datasheet for the piece of Terrain in question, I do not see any reason it would modify how Close Combat works by injecting additional requirements.

Depends whether the wall is hollywood styrofoam
But you may have a unique piece of scenery that it makes more sense for you and your opponent to have a "cat vs. mouse" scenario,
Might suggest they stick to huddling in buildings with wall thicknesses greater than 1"

I actually think it works and is awesome. The idea that a Baneblade could punch through a ruined wall with it's forward edge just to dislodge some infantry sheltering there is funny, to say the least.

Unit X can charge and both can fight. Pile in/consolidate and many other things depend on the wall.
If it is a ruin or barricade/obstacles some of the distances may be increased.
An infantry unit as unit Y can pass through a ruins wall without issue to pile in/consolidate. Barricades increase combat range to 2". Obstacles of either type are ignored for combat movement(other than charging).
Scratchbuilt anything needs to be fully discussed pregame and charging/attacking through it is one of the things that should be discussed.
