A lot of rules in the index/codex entries have things like this:

You may take one SWEET-WEAPON for every five models in the unit.

Does this generally mean for every "full" five models?

E.G, if i had 6-7 models, would I be able to take 2 SWEET-WEAPONS or would I be limited to just one weapon (and need 10 models or more to get two weapons)?

In all honesty, I've seen it played both ways. However, I believe the intent is for it to be counting multiples, unlocking the option at the next multiple. So, if it gives an option for every 5 models, you get the option once at 5, twice at 10, three times at 15, and so on. At 9 you'd still only be able to take the option once, and at 14 you'd still only be able to take the option twice.

I believe this to be the case because there's a lot of unit entries that max out at 10 models to the unit, and they only give you the second "sweet weapon" once the unit numbers the full 10. "If this unit has 10 models in it, you may take another..."

If you get one sweet weapon for every 5 and only have 7 models then you get 1 sweet weapon. You have to hit the multiple to get the sweets as it were.

For every five means, for every five. Not for every five rounded up, or it's ok you're close enough, here have two weapons.

10-14 = 2 sweets
15-19 = 3 sweets
etc.

I agree with the above. Used to play against a Jetbike Eldar player back in 3rd who took 2 heavy weapons in 4 man squads "1 for every 3"

Funny to think back at how half the squad getting them annoyed me. Given their recent shenanigans since their new kit.

What you, OP, are refering to, might be possible if the rule would say something like "For every five models, or part thereof, in the unit, you may take one SWEET WEAPON from the Sweet Weapon list". If this "or part thereof" clause is not included, you must fulfill the condition of having 5 models before being able to take an extra sweetie.
The same applies to other numbers, of course. "For every 10 models, take 1 Big Friggin' Gun (BFG)", for example. Only at 10 models, and not less than that, will you be able to take 1 BFG. Only at 20 models, and not 1 less, will you be able to take 2 BFG's. And so on, and so forth.
