I'm not sure I'll get to play firestorm, but I really like the three boxed sets (especially Hammerhal). Can I make a legal force from each of the boxed sets?

For Hammerhal, Warscroll Builder says it's about 1120 points, but that includes 3 leaders (4 as I think the general boxed set comes with a mounted and unmounted general) and 4 battlelines?

I'm new to building forces, so not sure what I'd need to do, to make this legal in matched play, i mean would I need to buy more figures too?!

If that is the case, which of those three boxed sets is more 'self contained'?

You need at least one leader at any size. You need two battleline for less than 2k armies, and are capped at 4 leaders, 2 behemoths, 2 artillery. You'll be doing generic order allegiance so battleline-if units won't count but other than that nothing to worry about.
