In my experience, anything with a psitol glued to it can be accepted as an astropath. That being said, are these built to match a theme from your army?

Somewhat.

My army has a villainous theme so I thought it would be fun to have the 'lesser' characters be along the lines of tortured slaves.

However, I quite like this theme so I might try and make more characters along these lines. I already have some spare genestealer bodies that I'm sure I can find a use for.

The tricky part will be if I want to apply it to the basic guardsmen. I might leave them mostly intact for now. I'll do the characters first, then consider messing around with the sergeants and/or special weapons is all goes well.

I think they'd serve better as Wyrdvane Psykers (they look like the psyker version of Arcoflagallents) but yes I would accept them as astropaths.

As long as they are nice and distinct on the battlefield.I'd be fine in game, but for me Astropaths are one of those few things in 40k that has pretty consistent fluff of being reasonably normal, but blinded. Primaries psykers however would fit right in to the oppressed techno slave outlook.

See, I wanted it to be the other way around for my army. my Primaris Psykers are much more human, well-treated and quite high in command.

In contrast, the lesser HQs (most notably Astropaths), are disfigured/mutilated and treated as little more than slaves.
