Does this look viable? Competitive? I figure all those cultists getting shot with -1 to hit and turning into poxwalkers and a very scary HQ / Elite bubble rolling behind that can't be shot.

You have no kill presence. You need something to be the hammer to your anvil! I suggest Berzerkers, Terminators, or maybe some heavy guns

If you're not running Plague Marines.

Cut down some of the Poxes, add more to cultists. Doesent seem to be any real purpose to the AL detachment, who are you trying to Warptime? If you're going to take a CSM detachment, bring some of their exclusive units. Oblits, Havocs, Heldrakes etc.
