The implication is that it's a faction that has watched and stayed out of things. It's a faction that has waited for a time to return and/or become involved again. The Kroot have done neither. I'm calling a new Aeldari faction, personally, based off the ideas of the 'old Aeldari Empire' and us finding out that the Exodites were hiding something big.

On the contrary, Genestealer Cults were fairly popular. They just had a bit of a wait time between the Deathwatch: Overkill set and the actual release that kinda/sorta dampened it down. When one factors in that it's still an incomplete range(no way to get Aberrants outside of Overkill) and that causes issues. Not to mention that they don't have a Codex yet for 8th which is another factor. There was a time when they released that various kits(Neophytes and Acolytes specifically) were in/out of stock within minutes whenever the webstore would get restocked. It's also worth mentioning that GSC were a pretty late release for 7th and lack a "Start Collecting" set, which has been a fairly major driver for factions since their introduction. Being able to save big money on specific kits that cost a lot goes a long way towards making something popular.

Do you really think that the Custodes stuff hasn't been sitting warehoused for awhile?
I mean FFS, the picture that got leaked is literally of a shrink-wrapped box. This isn't something that has been shown or put on advance order for shops yet. Some dude working in the warehouse took a picture of stock that isn't ready to go out yet.

...didn't Thousand Sons just get a huge release like, a year ago?
Does six kits (one of which was bastardized from Age of Sigmar) really count as huge?
I don't think adding a single sprue really counts as "bastardizing".

Or they were designed for both, because the AoS box can be used for 40k as well. The Thousand Sons entry for Tzaangors had them with the ability to take the normal weapons options as well.

And I'm interested in a Skitarii army with no Cult Mechanicus garbage in it.
At least you're able to do Thousand Sons without having to take the other stuff. You're not going to be forced to take Tzaangors unless you're trying to force a Brigade into a low points match.

Underlined and Emphasized with bold. I also don't exactly mean Codex. Still waiting on model release for Abberants on their own. While Custodes got a full new range after they were released after GSC. But whatever. Let GW make some money and hopefully give a few more kits to the xenos factions that need them.
Custodes get a single HQ(named), a box of infantry that is 5/$60, a box of Terminator-sized models, a box of Jetbikes, and repurposed Contemptors+Land Raiders. I can pretty much guarantee you that when/if Custodes get a Start Collecting set it's going to be the only way people start the army since we're looking at probably a $200 outlay to fill out a Patrol much less anything more or getting into the FW side of things.
GSC got a box of HQs, two infantry boxes with all of their weapon options, a double build vehicle, rebadged Imperial Guard stuff combined with a Genestealer Cult upgrade frame, and a Genestealer Cult upgrade frame. They also just got a Battleforce that is a phenomenal way to work on bulking out a GSC army especially in conjunction with an Overkill box.
It really is dumb that Aberrants don't have a kit for themselves yet but let's not pretend that Genestealer Cult didn't see a pretty significant release.
