So im running a escalation tournament and one of my friends in it is a astra militarum. With the 1st 3 rounds i limited choice only to hq,troops, elites and fast attack so keeps the game interesting and not just bring that strongest thing you can afford.
So my friend is requesting for the 2nd round which is 800 points if he can bring heavy support as he doesnt have elites and and would only be able to bring troops amd fast attacks as he doesnt have anything else.

I dont know the AM index but im assuming there heavys are tanks so My idea is let him but restrict him to using heavy the are units and not tanks.

Any other ideas would help

I don't think there'd be much issue with allowing one Russ at 800pts (especially given that your rules would permit tougher things like Dreadknight Grand Masters and Riptides just on an accident of FoC selection), but I'd suggest checking with what he's got first. If he's asking for a Heavy Support slot so he can have Manticores you have a problem, if he's asking heavy weapon squads you're fine, if he's asking for a Russ you're probably okay.

Heavy weapons squads are not overpowered

But heavy support does include the guards artillery. And quite a few powerful versions.
Just limit the power of the options available
