Strong psychic presence with thousand sons. Most khorne units in deep strike. Skullreaver on daemon prince to hit big stuff. Morale immune cultists to hold objectives. Seems alright to me.
So first thing I notice with this list is you have 14 Command Points... what would this list even use that many for? Other than Tide of Traitors, you have no strong use for the CP. That in mind, I feel like you can tweek the list to be stronger overall and lose CP without really hurting the list.
First, the Iron Warriors section seems strong, but I think you can cut 5 cultists from that other squad; assuming your playing ITC format, those two 10 man squads are gonna squat in back holding objectives all game, so no need to spend points beefing one up. Good objective battalion. I feel like you should swap the Exalted Champ for a Sorcerer, make the Cultists all slanesh, and take Delightful Agonies and Prescience to buff the squad.
The second battalion is a typical Khorne smashy horde, extremely effective. Personally, though, I would turn it into a Spearhead and take Skullcannons (if you have some) just so you have more than a few lasguns to take out large stuff at range. What you have works though, I would spend 1 CP to give the Crown to the Bloodmaster.
The last squad is what you generally expect from a TZ Supreme Command... not much to say here. I would get wings on the DP at a minimum. Probably cut both Letter squads to 25 each, that gives points for wings and to upgrade the Exalted Champ to a sorc.
I can see going through most if not all CP in this list. You're spending probobly 6-8 just in DS for the Khorne stuff. I'd make the aforementioned changes however.
I'd add that a jetpack on the Sorcerer would allow him to keep up for healing the TS Prince, or just give him some mobility to attack an annoying Scout squad on a corner objective.
And 14CP definitely will be used up very quickly. Warp Surge costs 2CP per PHASE, which means if you want it in enemy shooting, your charge phase (to protect Bloodletters) and your fight phase (to protect the Khorne Prince from a nasty counterattack), that's 6CP per battle round on just that strat.

I like the list a lot, it's like a Chaos all-star list that has the best elements of the faction, second the notion of giving jump packs to the sorcerer and lord by cutting down the 15 man cultist squad down to 10 man. The Exalted Champion doesn't seem to have a purpose in the list, so replacing it with a Sorcerer is worth looking into.
My main concern is the list is very melee focused, so it will have trouble against chaff heavy lists, let's say you're facing 60 guardsmen spread across the board occupying ruins and top floors of buildings. You don't have a reliable way to remove them other than cultists (which a smart player will focus down from turn 1), your bloodletters will have no good targets when they come down, and your flying monsters will suffer through the latest Fly nerf attempting to kill 40 point guardsmen squads. A similar bad matchup is Tau with Fire warrior spam.
Defensively your first turn board presence is...middling IMO. The only things standing between your juicy characters and 2 turns of enemy shooting are 60 fearless cultists with no additional protection and Magnus, I'm not saying these are easy to chew through by any means but if you're playing competitive you'll be seeing a lot of IG mortars and DE venoms.
The above is essentially the nightmare scenario for this list
i would change heavily list approach but not sure if you might like
using nurgle demon battalion instead chaos battalion, more board presence more resilience and hard hitting, with 60-90 Pb's plus scrivener and poxbringer
this list is bloody fast to be Nurgle, 60 letters are more than enough to remove big threats, you get easily control of table and objective and you dont care of enemy heavy weapons, if you want you can play 3x20 letters and you might considera blood master with the crown, hordes aren't a problem you have so many attacks with Pb's and letters you can remove large blobs of light infantry, i know this list is deeply different but very competitve, then i play in Italy with different format not ITC, but guess with few fixit can be good also in ITC, i played against IK+AM+BA and won 18-2 (but admit my opponent was too much confident and deployed wrong), eldar+Ynnary+De and won 16-4

I like your list a lot, but its require almost a ground up rebuild. I don't currently own any Nurgle, so it's be tough to field any time soon. What do you think of this instead?
Fast with dark matter crystal tzaangor bomb to clear chaff followed by bloodletter bombs.
is a nice list, if you could add 10 more tzaangors and get 2x29 would be ok (1 moved with dmc and another get in ds turn 2 with the two big units of letters), but i think is pretty hard find the points, maybe you could take off the sorcerer. I would give the instrument to bloodletters

I think if I did that, I'd have more power level in deep strike than on the table. What I might do is just shift them around so I have 25 in each and then dmc whichever one isn't shot off the board.
Looks cool. I don't think I'd enjoy it because it's something like 175 models. That's a lot to move around o.o
What I do like about it is presenting the mono-profile for being shot at. I think the value of this is underestimated in this edition. Your opponent's heavy weapons basically have nothing to fire at; las cannons are pretty much wasted against this army.
