Am I to understand that in 8th edition, vehicles carrying heavy weapons (like vindicators, predators, etc) suffer -1 BS when they move and shoot?

So a razorback with Lascannons gets -1 to hit

But a land raider Redeemer does not

That's exactly it, all models now suffer the penalty unless stated otherwise.

Another common exception is Leman Russes. Their turret weapons shoot at full BS unless they move over half of their Movement speed.

As the others have said, 8th edition is all about bespoke rules. If a special rule on the datasheet doesn't say otherwise, all models suffer -1 to hit when moving and firing Heavy Weapons.

While I certainly agree, there are situations in 8E in which there is a penalty that would not have existed in 7E for the same situation. Vehicles moving less than half speed suffered no penalties to hit with Heavies.
Bikes and Terminators also suffered no penalties.
It's still better most of the time in 8E, but not always
