Grabbed some Primaris for my new Loyalist Killteam, and also picked up a Power Sword Lieutenant, but I may want one for backfield shooting support as well.

Is there any aestetic difference between the Lieutenants and a sergeant besides some striped helmet and minor bling?

Can they use the special Shoulder pads off the sergeant kit?

Are there any individual markings or specific helmet color for them? Can't seem to find much in the codex or fluff sites.

I wanna a kitbash together a Stalker Bolt rifle Lieutenant from the Easy to Build kit and leftovers from the Intercessors kit.

The Lts from the DI box were based on 40mm, rather then 32mm. Not sure about the other ones they have made.

Otherwise it’s just a touch extra bling and a little more paint.

At least the ones in DI have more aquillas and stuff, but I think one of the advantages of lieutenants is you can use your sergeant models or your captain models to represent them, at least for the non-primaris Lts.
