Been playing a lot of Kill Team lately and man I want those rules ported over to 40k like right now. Especially the alternating shooting phase. I think we could work 40k charge phase into the movement phase relatively easily. And the fight phase already works the same. I also like the idea of cover being -1 to hit over +1 armor. Anyways here is hoping that they take this route in 9th!

Playtest it! Instead of individual models, apply the rules of Kill Team to full units in 40k. Have the alternating movement phases, shooting, and fighting, see how it plays out.

You might discover it's horribly unbalanced or it could be the best change you've ever done to the game. Give it a shot at a small point level first, like 500 or 1000, then try a full 2000 point game with it!

By changing core mechanics you definitely affect balance. When you’re doing this balance is just a function of points and it’s not like 40k is extremely well balanced anyway.

Time for some house rules I think! Keep it simple at first:
1. Charging moves to movement phase
2a. No shooting if you were charged or charged this turn
2b. Shooting is alternating activation.
2c. Include the decisive shot / decisive strike stratagems.
3. Think about how you want morale to work (probably keep the default 40k variety)

The game can easily support many of those changes, just try them out with your group.

Cover giving -1 to hit is also coming to the official game, it is part of the Cities of Death terrain rules in the latest Chapter Approved. This month's White Dwarf had an article about it as well as different levels of cover.

On the unofficial route, well, personally I went the alternating route all the way and nowadays play Boltgun Action. Basically players count the number of units they have in the beginning of the round, put that many coloured dice in a bag and then blindly draw dice until they change colour. Then the player whose dice they were activates that many units from their army (that haven't yet acted) and plays a full 40k turn sequence with them, so the play basically alternates between small pushes that all players get to make instead of whole armies or easily anticipated regular alternations. Very fun and actually tactical gameplay, though takes a bit more time than regular rules.
