The stuff is on the side. Tried Cold water, warm water, overnight soak, simple green, and currently letting it freeze overnight. Any ideas?

I think you may be stuck with elbow grease, sandpaper and files. Its designed not to come off easily, it can be used to repair pipework for plumbers etc.

From my experience, you ain't getting that off without damaging the plastic beneath it I'm afraid. :(

Eye of Terror

The bond is stronger than the plastic the tank was made from.

Even if you sand away the raised areas, getting back to a smooth surface is probably not achievable.

You could try to soak it in ISO for a while.

I recall it changing the texture of some i dumped in a long time ago. at least fro green stuff.

It's possible that oil will remove it. Works for tape and other adhesives.

List the ingredients and search for a solvent for each adhesives chemical / substance
