Is it possible to make one for the current game or is it a no go? Aka librarian Dreadnought <think that's what they are called> for the other chapthers.

Currently there isn't an entry for a Rune Priest Dreadnought - and the Librarian Dread might (I don't have the book to hand) be restricted to BA and successors at present.

Librarian dread is currently restricted to BA. Of course that doesn't stop you from creating a separate allied BA detachment led by a Librarian Dread, painting them Space Wolf and saying "this is a Rune Priest Dread with escorting cohort". Of course you need to use BA rules for them.

Libby dreads are restricted to BA in rules and the only other Psyker dreads I know about outside of them are pre-Heresy 1k Sons.
There's a fluff reason why there aren't many because if you stuck a Librarian into a normal dread they'd lose their psychic abilities.
