Not sure if this is the place to ask, but yesterday I was having a game against my buddies Tau, and I charged his Battlesuits with my Noise Marine squad. Knowing if he killed any of the models in Overwatch, I was likely to get a few shots off myself with Music of the Apocalypse, he flat out refused to fire. Is this a legal move?

Yeah, there's nothing saying that you have to overwatch. I'm pretty sure it says "may"

You may choose not to overwatch. Can't think of a reason why you wouldn't, though.

Overwatch is optional, not compulsory.

No different to choosing not to charge, or partake in the shooting phase.

The only attacks you have to make are CC when already engaged.
