Some WFB human models, at base to get that Blanche feel and then sprinkle in some marine, IG parts. Some chaos cultists can also be made in to imperial cultists. And if you are really rich, you could buy in to some necromunda gangs to get parts from them. There are sneaky trenchcoats there for sneaky acolytes, techy sevy aculytes, females amazon warriors and religious nuts.

A box of Grey Knight strikes, could give you 5-10 storm bolters, and scrolls, insignia and other inquisitiorial trinkets you may want. Also crusader looking helmets for some of the models.
They should fit on to most GW models.

Stormbolters are kind of difficult to fit on most human sized models. You get strombolters mostly from terminators or space marine captain packs. I'd suggest instead modelling two boltguns, a heavy stubber (from AM tank kits) or shotguns and just be frank with you opponent and say all cary "storm bolters". The space marine scout kit is great for this. you get boltguns, shotguns, a heavy bolter and perhaps most importantly big legs. The legs fit well with most AM bodies and don't seem off carrying a big weapon.
Other then that I'd reccomend buying a skitarii kit for coats and weird weapons and an AoS empire general kit for an array of close combat weaponry (includes fancy heads).

Very much depends on what kind of look you want ultimately. I've got some that are a mixture of Necromunda Cawdor, Fantasy Flagellants, with liberal bits-pillaging from skitarii and various other sources. There are some pics in my gallery, and I think they've got a nice rag-tag fanatic feel.
Like mentioned, fantasy is a pretty good resource, as is necromunda and the 40k imperial line.
But likewise, there are other, faster ways of getting some acolytes together. I've been hungrily eyeing up the Tempestus scions (note, the way scions arms are molded, swapping weapons will be a right bastard to do), and have variously toyed with GK and Custodes for power armored acolytes that are a bit more elite-looking.
As for storm-bolters, that's a little tricky. If you're feeling brave, and have the bits, I'd say just chop up the ones that come with IG tanks or termies (again, only if you've got the bits). Otherwise, I've seen some pretty convincing conversions whereby people have sanded one side of two ordinary bolters and glued them together, or just lopped off the muzzles of two bolters, then glued them to the front of a bolter (again, with its muzzle cut off) in a kind of over-under shotgun style, which actually looked pretty brutal.

Another source of Storm Bolters is the GW shipping crate terrain. Each crate has 2. They're not as nice as the ones from Marines, being bulky things designed to sit on a little metal mount, but they're available in loads of sets and may be an option a lot of folks building the containers don't use, so may be easier to get from friends' bitz boxes.

For having them held by non-Marine infantry units, I'd go scrounging for storm bolters from Space Marine terminators. All the other ones are basically two boltguns side by side, which makes them rather huge. Terminator storm bolters are somewhat smaller, so should look less ungainly on smaller infantry. I'd choose the ones with straight magazines rather than huge drum or box mags, for the same reason.

As with most things inquisition at this point, your far better off just going with third party models and counting them as storm bolters. GW has basically taken a huge dump on the IQ both rules and model wise and I don't see that changing any time soon. It's a shame that they finally got them right in 7th only to leave them to rot in a dumpster this edition.

Try Shapeways.com for the Storm Bolters. I’ve been looking into the same type of build. They have a number of nice looking Storm Bolter bits.
You can try to mine WFB bits building off the Flagellants and mix them around. Vanguard Hunters might be an interesting choice as well and they’re posed properly to just slide those Storm Bolters right into place. It’s harder to match up newer bits as most of the Inquisition is still the older pre-super-macho scale. A more expensive option might be trying to mine eBay for older Necromunda Pit Slaves and such depending on how much you’re into sawing metal... I think the aesthetic works really well though.
I’d recommend checking out Frostgrave for their Ghost Archipelago Crewmen or Soldiers boxes or Oathmark Human Infantry box set. Fair enough prices for 2-3 maxed out squads of Acolytes. Those and the Storm Bolters would run you about 75 usd depending on where you get them. You’d still have to source Chain Swords though, not that I think that would really tip the balance, financially speaking.
You could also run the Anvil Industries “regiments custom squads”. I was looking at the Long Hair (head) and Gothic Void Torso (body) paired with the Great Longcoat (legs) and the Militia Arms (arms...) with the Chain Sabres CC weapon upgrade but no guns.
