It is literally just a more shooty Custodian Guard. Worse melee, costs more, even worse shooting if they take their other shooting option over the Assault 3 HB. Basically, if GW is intent on making everyone a Gunline army, I would like GW to move the Sagittarum Custodians into the Troops slot. They have zero reason to be in Heavy.

Yeah, if theres anything custodes are missing its backfield troops that can do something, so I'd definitely make them troop choices to compensate. What are some things they could do to make the disintegration beams actually worth considering? I feel like a flat damage of 2 and making them 24" and S6 would make them be a plasma equivalent for Custodes that they lack.

Guardian Spear bolters are 'master-crafted boltguns', you could make the caliver a 'master-crafted heavy bolter' (AP-2/D2) in the same fashion rather than just a heavy bolter.

As to the disintegration beam go back to 30k and it's more of a meltagun than a plasma gun; Armourbane/Instant Death going down to just d3 damage always felt kind of silly. I'd bump the damage up rather than the range up and the damage down.
